On the afternoon of 27 March, Russian occupation forces shelled Kharkiv, local authorities report one dead and many wounded.

"The shelling hit a residential neighbourhood in Kharkiv, apartment blocks. There are dead and wounded. This is another act of bloody terror against Ukrainians," said Mayor Igor Terekhov.

According to the head of state, as of 6 pm, at least 19 people were injured.

According to the head of the Kharkiv Regional State Administration, Oleg Sinegubov, there is information about the partial destruction of two five-storey buildings, a medical institution, an administrative building, and a public place. The building of an educational institution was partially damaged by another hit. In total, at least 14 multi-storey buildings were damaged.

Among the victims are 4 children, aged from 3 months to 9 years. The injuries are of light or moderate nature. One man died, all the details are being established.

According to local police, Kharkiv was hit by air strikes, and this is the first time since 2022.

"According to the information we are checking, the enemy used a cheap analogue of a cruise missile. This is a D-30 SN UMPB manufactured on the basis of the FAB-250. We have two arrivals - the first hit a secondary school, the second right in the middle of residential buildings. All services are working at the scene and a rescue operation has begun. The Russians have not used aircraft to strike residential areas in Kharkiv for two years. These two strikes were the first in that time.

I know that everyone is used to the air raid alert. Few people respond to it and take cover. But I will not get tired of warning you - the enemy will use this too. They are now using heavier weapons in the city. So I urge you to save your lives and the lives of your children and loved ones. Be aware of the possibility of repeated attacks," said Serhiy Bolivanov, Head of the Investigation Department of the Kharkiv Regional Police.

 "The shelling of residential buildings was probably carried out with a D-30 UMPB munition. It is quite powerful, with an average explosive force between an aerial bomb and a rocket. The 30cm calibre munition can fly up to 90km. It can be used both from aircraft and Smerch MLRS. Final information will be available after the examination," Sineyegubov said.
